This illustration was a commission that I did a couple years ago for the tremendously talented and beautiful =elle-chan. 
(She has a very cute singing voice too. 
)
The two women are celestial beings and are also sisters -- the gold one, Felios, representing the Gold Moon from the title. Her sister, the sinister-looking Sethelyon, is, in elle-chan's own words, "very devious and capitalizes on her sister's kindness to control her."
